It works as the chemical reaction produces products in a vibrationally excited state. When the excited state relaxes to the ground state the energy is released as a photon of light.

Commercial chemoluminescence products are generally labeled as non-toxic, and last for hours. Can this be safely and economically emulated at home?

It's certainly relatively safe to replicate at home but to be honest it's probably cheaper to buy the commercial products than make your own. Some of the chemicals can be pricey and you don't have the benefits of economy of scale to bring the unit price down...

A great chemiluminescent experiment would be to use Luminol in solution with 30% H2O2 and 1M NaOH adding an iron catalyst like K3Fe(CN)6 to produce light.

I actually made a biosensor in my nanotechnology research that performed this feat in solution with gold nanoparticles that formed a complex with luminol molecules. Allowing many luminol molecules to activate with very little catalyst.
